You need to download the skins and put them in a place where the game can find them. Your skins have to be in a folder called ... data\skins. You will need to create this folder, as it is not in the default DTR2 setup. Unless you told it otherwise, your game installed itself on your c: drive in a directory called "games". The directory that you are looking for is c:\games\Infogrammes\Dirt Track Racing 2\data. Once you have found the "data" folder, and created a sub-folder inside of it called "skins", open "skins", and put your downloaded skin into that folder. 
DO NOT PUT THE ZIPPED FILE INTO THIS FOLDER. YOU MUST UNZIP IT FIRST, THEN MOVE THE UNZIPPED FOLDER INTO YOUR "skins" FOLDER. If you need help unzipping a file, you are once again out to lunch. I don't have the time to learn how each unzipping program works, where it is on your computer, where you downloaded the files to, or where you want them. You are on your own there. Good luck.
